There are two steps of the examination: Examination 1(Objective) and Examination 2(Subjective). Those who passed the Examination 1 but failed in the Examination 2 are exempt from the first exam when they take the qualifying exam again in the following term.
Those who passed Examination 1&2 are qualified to start working as customs brokers after 6 months of practical training and registration.

Subjects of the Examination

1. The Excise Act (Confined to Value -Added Tax Law, Taxes on specific goods and services and the Liquor Tax Law)
2. The Introduction to Customs Act (including special laws for FTAs)
3. Accounting (limited to basic principles and theories)
4. English for International Trade
1. Customs Act (Act on Special Cases concerning the Refundment of Customs duties included; Customs evaluation excluded.)
2. Tariff schedules and the Study of merchandise
3. Customs evaluation
4. Trade Practices (including International Trade Act and FX Trade Act)

Successful candidates must acquire more than 60 points on average with no failures in the Examination 1 and 2.

Reasons for disqualification

There is no limitation in academic backgrounds to take the exam except the following;

  • 1Any minor;
  • 2Any incompetent person and any quasi-incompetent person;
  • 3Any person who has been declared bankrupt and has not been released from that state;
  • 4Any person in whose case three years have not elapsed since his/her imprisonment declared by a court for any violation of this Act or the Customs Act was completely executed (or deemed to be completely executed) or exempted;
  • 5Any person who is under suspension of the execution of his/her imprisonment declared by a court for any violation of this Act or the Customs Act;
  • 6Any person who has been punished by a fine or subjected to a notice disposition under this Act and the Customs Act and for whom two years have not elapsed since he/she was sentenced to such fine or complied with such notice disposition.
  • 7Any person in whose case two years have not elapsed since he/she was removed or dismissed from his/her office by disciplinary action.
